## Summary:
The Family and Community Engagement and ERSEA Manager provides content area expertise, oversight, training and leadership in the areas of family and community engagement and ERSEA for all Easterseals Head Start/Early Head Start programs, and is responsible for developing, implementing and monitoring these content area systems in compliance with the Head Start Performance Standards.
## Basic Responsibilities:
Develop and annually update service/management plans, policies, and procedures, and implement systems to ensure consistent, high quality parent engagement and family support services in accordance with the Head Start Performance Standards, the Head Start Act, and all regulatory agencies.
Develop and annually update service/management plans, policies, and procedures, and implement systems to ensure that Eligibility, Recruitment, Selection, Enrollment and Attendance are carried out in accordance with the Head Start Performance Standards, the Head Start Act, and all regulatory agencies.
Ensure full enrollment, including enrollment of children with disabilities.
Facilitate the Parent, Family and Community Engagement (PFCE) Team and the development and implementation of the PFCE Plan utilizing the PFCE Framework.
Develop a system for the provision of case management and referral for social services to HS/EHS families in cooperation with other social services, health and mental health agencies and providers through community partnership agreements.
Ensure that a family strengths-based approach is understood and followed by staff.
Participate in the community assessment.
Participate in annual strategic planning.
Participate in the School Readiness Team and the development and implementation of the School Readiness Plan as part of an integrated leadership team.
Participate in active supervision to ensure the safety of all children and that no child is ever left alone or unsupervised.
Participate in program planning and implementation of all service areas as part of an integrated leadership team.
Record Keeping, Reporting and Communication:
Develop and implement a system to ensure that all necessary information, including waiting list, enrollment, Family Partnership Agreement strengths and needs assessments and goals, referrals, follow-up and case notes, is entered into COPA and child/family files in a timely manner.
Prepare monthly reports in accordance with the Head Start Act for the Policy Council (suburbs), the Parent Policy Committee (Chicago), and the Board of Directors.
Facilitate and/or participate in regularly scheduled content area, team, director, and other meetings.
Complete the annual PIR as part of the leadership team.
Travel to Easterseals and partner sites regularly.
Ongoing Monitoring and Self-Assessment:
Implement ongoing monitoring system for ERSEA and family and community engagement.
Participate in the ongoing self-assessment of the program.
Human Resources:
Implement reflective and relationship based practices.
Provide ongoing technical support to Family and Health Coordinators, in conjunction with the Health and Nutrition Manager.
Develop and implement a plan for professional development for the Family and Health Advocates and Coordinators.
Conduct trainings for Family and Health Coordinators, Advocates and site staff.
Participate in the development of an annual professional development conference.
All other duties as assigned.
## Qualifications:
Bachelor?s Degree in Social Work or a related field.
Master?s Degree preferred.
Experience Required:
5 years of experience in Head Start/Early Head Start.
5 years of management experience.
Required Knowledge:
Head Start Performance Standards.
MS Office.
Vehicle/Transportation Requirements:
Valid driver?s license.
Auto insurance.
Reliable vehicle.
Skills/Abilities:
Able to work well with all levels of the organization, partner sites, other agencies and funding source personnel.
Demonstrates the ability to conceptualize and articulate program outcomes.
Able to manage multiple projects.
Well organized, highly detail oriented and accuracy driven.

Excellent verbal and written communication skills.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
